Automated License Plate Recognition
Introduction
The purpose of this policy is to describe how Verizon collects, uses, maintains, shares, and disseminates Automated License Plate Recognition (“ALPR”) data.
Information we collect and how it is used.
Verizon’s Intelligent Video 2.0 Service includes ALPR technology that captures and stores license plate images and the associated time and date of each captured image. Images may also include the surrounding areas of the license plate. Verizon only makes ALPR data available to customers that have agreed by contract with Verizon to use ALPR data for authorized purposes. Customers that may have access to ALPR data are limited to law enforcement agencies, public and private universities, and private business enterprises. Public sector customers may use our ALPR technology to compare license plate images against alert lists of specific vehicles, to get automatic alerts, and, in the case of law enforcement agencies, to run queries to support specific criminal and traffic violation investigations or to respond to AMBER or Silver alerts. Our ALPR technology is not available for public sector use in Montana, North Carolina, Minnesota, and Florida.
Private customers may use our ALPR technology for parking, toll station, and access to secured area applications. In Nebraska only, private business customers may also use our ALPR system at weigh stations. Our ALPR technology is not available for private use in Arkansas, Maine, and New Hampshire.
Information we share.
Verizon shares ALPR data with customers contractually required to use the data for authorized purposes subject to this privacy policy and prohibits its customers from disclosing the data to third parties. We also use vendors to help provide the service, but we will not otherwise sell, share, or transfer ALPR data to any other third party.
Controls
Training: Verizon trains employees and contractors who have a business reason to interact with ALPR data about the sensitivity of ALPR data. Verizon uses fictitious data for purposes of this training.
Access: Verizon does not access ALPR data stored on the cloud unless requested by our customers. When such a request is made, Verizon permits only those employees and contractors who are assigned to support our ALPR technology to collect ALPR data or to use or access the ALPR technology. The only individuals who will have access to query the ALPR data in the ALPR system are Product Support Lead Engineer and Cloud Operations Support Lead Engineer.
Monitoring and compliance: Verizon monitors the ALPR technology according to access control methods and procedures. We maintain logs that track each access to ALPR data, the date and time, license plate number or other data elements used to query the ALPR, the username of the person who accessed the information including the customer entity with which the person is affiliated, and the purpose for accessing the information.
Ownership of the ALPR system: Verizon’s Smart Community Vice President is responsible for the hosting, deployment and on-going operation of the hosted ALPR technology.
Accuracy of ALPR data: We collect ALPR data in an automated manner and therefore cannot guarantee the accuracy of the data. We recommend that our customers that use ALPR data confirm the accuracy of the data before each use.
Data Retention: Verizon’s ALPR technology complies with applicable state laws and customer retention policies. If our customers store ALPR data in the cloud, they have thirty (30) days after our contract terminates or expires to export their ALPR data.
